 According to the American Bar Association, in 2003, at least 14 states passed a total of 19 adult guardianship bills -- as compared with ten bills in ten states in 2002. Some states passed measures affecting public and professional guardianship agencies, while several other states made changes in the appointment process, health care decision-making authority of guardians, other powers and duties of guardians, and temporary or emergency guardianship provisions.
